It holds the storm around The Agency, and overloads it to push it back as much as it can. The Storm fastly shrinks in and The Device activates again. After The Storm reaches outside The Island, The Looper gets Rifted into The Bridge, inside Agent Jones's Office as Jones walks through the hallway talking to Doctor Slone on his phone. The Towers powers up The Device, and it starts pushing back The Storm. After that, The Agency explodes and The Device rises. After it does, the hatches open up and four towers start rising. The event began with voices of Midas and his Henchmen heard around the Agency, just before the countdown hits zero.
